The road climbs from 1/5 to 7/7 by the end, so two extra road places were used. The blue door stays in the pile until late.
Tip for this level
This level fills the road quickly. Start with white and orange, which have the most sand, and keep the few blue buses for the end.
Board doesn't match? Pause at the start and compare the sand picture and the bus colours in the car park. If they differ, you have another version of Level 21. The rules and general tips still apply.
